Local Disaster Relief & The Red Cross...What if?

What would our communities look like if we had well organized disaster response teams read for local, community issues like house fires, floods, etc.? Many churches are doing this already but what if, in cooperation with the Red Cross, we had a total network of trained churches who are on "THE LIST" and we strive to arrive before the Red Cross does?
